To the Senate 
In answer to the Senate's Resolution of the 6th. instant requesting the return of a certain Joint Resolution, I transmit a Report from the Secretary of State ABRAHAM LINCOLN
Washington 8th. March, 1865.
 DS, DNA RG 46, Senate 38A F3. A resolution passed on March 6, requested the president ``to return to the Senate the joint resolution (H.R. 161) in relation to certain railroads, which was presented to him through mistake.'' H.R. 161 did not pass the Senate, but by mistake was signed by Vice-president Johnson and transmitted to Lincoln for approval.
