In accordance with a Joint Resolution of Congress, approved December 17, 1863, I now have the honor of transmitting, and presenting to you, in the name of the People of the United States of America, a copy of said resolution, engrossed on parchment, together with the gold medal therein ordered and directed.
Please accept, for yourself and all under your command, the renewed expression of my gratitude for your and their arduous and well-performed public service. Your Obt. Servt.

The joint resolution approved December 17, 1863, extended the thanks of congress to Grant and ``through him to the officers and soldiers who have fought under his command,'' and instructed the president to cause a gold medal to be struck and presented to Grant along with a copy of the joint resolution, engrossed on parchment.
