Allen, and William Kelly, New York state commissioners, November 3, 1864, concerning imprisoned citizens of New York. A letter from Stanton to Lincoln, November 2, 1864, requesting an audience for the New York commissioners is endorsed by John Hay: ``At one o'clock, the President answered & they came.'' (Ibid.).
