Pamphlet Text: しかしこの憲法は外国の憲法とは少しちがっていました。とゆうのはこれを作った人たちが人民ではなくて政府の人やそのころの実権をにぎっていた少数の人たちであったために人民の基本的人権をまもる点についてなまぬるいところがあったのです。
English Translation: However, this constitution differed from the constitutions of other countries in a few ways. That is to say, this constitution was created by those who were already in positions of power or who were already established within the government. Therefore, the commitment to fundamental human rights was lukewarm at best.
Image Descriptive Text: Two upper-class men wearing Victorian clothing with top hats and mustaches also wearing work aprons over their nice clothing, hold construction tools and build an edifice, which is the characters 憲法 (Kenpō) meaning "Constitution". They are figuratively building the constitution. Additional tools and woodchips lay on the ground. This is a visual analogy of the Constitution of the Empire of Japan being created by people who already held power and therefore were unconcerned with fundamental human rights, uncaring if they properly protected the rights of the people.
