James Shearer was born in November 1884, the son of James and Nellie Shearer of Bay City, Michigan, and had two brothers, Harold and Alfred. His grandfather, also named James Shearer, was a University of Michigan regent in the 1880s. Shearer earned a bachelor's degree from the University of Michigan College of Engineering in 1908 and later worked for the Industrial Works of Bay City, Michigan. In 1921 and 1922, he lived in Santiago, Chile, where he assisted with the construction of railroad cranes. He later lived in Chicago, Illinois. James Shearer II died in San Rafael, California, on October 29, 1973.
