David Ellicott Evans was born in Ellicott's Upper Mills, Maryland, on March 19, 1788, and moved to Batavia, New York, in 1830. He remained in Batavia for the remainder of his life, working as a clerk and agent for the Holland Land Company; after retiring in 1837, he concentrated on his extensive property holdings. He served as a member of the New York Senate between 1819 and 1822 and was elected to the United States Senate in March 1827, though he resigned the following May. He died on May 17, 1850.
