Charles Herbert Foster was born in Chicago, Illinois, on June 22, 1881, the son of David M. Foster (1855-1899) and Florence E. Foster (1862-1925). Foster first enlisted in the United States Navy on January 18, 1898, and he served intermittently until retiring in March 1934. Foster served as a gunner on several ships, including the USS Chauncey , USS West Virginia , and USS Huron . During World War I, he was stationed at the Washington Navy Yard, and he was not recalled for active duty during World War II. Charles Henry Foster died in 1976 and is buried at Arlington National Cemetery.
