The President's Supplemental Files series consists of material, frequently concerning major issues and initiatives of an administration, that were maintained in a filing system separate from the Topical File and the Schools and Colleges series. The Supplemental Files are organized by presidential administration and generally reflect the tenure of an individual president, but may include material from previous administrations.

 
Robben W. Fleming [subseries]

The Robben W. Fleming Supplemental Files subseries supplements material found in the Topical Files series for the years for Fleming's tenure. The Supplemental files series is organized into five sub-subseries: Budgets, Committees, Issues, Policies and Reports.

 
Budgets,  1967-1981

The Budgets sub-subseries is the best set of materials for studying Robben Fleming's reaction to the worsening financial climate in the 1970s. The records include letters, memoranda and reports, to and from President Fleming, university executive officers, state senators and representatives, and the governor. The files are arranged chronologically.

Committees,  1967-1978

The Committees sub-subseries is arranged alphabetically by name of committee, and includes committees both internal and external to the university. The majority of the committees represented are external. Although the folders often contain only reports and administrative materials, they provide evidence of the involvement of the University president in the wider fields of higher education and state and national government, and can be an important resource when studying the major issues of the various administrations. In examining Robben Fleming's reaction to student unrest and comparing it to that of other university administrators, for example, the researcher should examine the materials from the American Council on Education, Special Committee on Campus Tensions, and the National Association of State Universities and Land Grant Colleges, Committee on Student-Faculty Administration Relationships. Fleming's involvement in affirmative action policy-making can be studied from the files of the Federal Advisory Committee for Higher Education Equal Employment Opportunity Program (it should be noted that Fleming served as chairman for this committee), and from files of university affirmative action committees.

Arranged alphabetically, the majority of the Issues sub-subseries was created during the tenure of Robben Fleming's presidency and is the single best source from which to examine the student unrest which occurred during the Fleming administration. Of particular interest are materials under the following headings: Black Action Movement (BAM), Bookstore, Disruptions, Graduate Employees Organization (GEO), Open Meetings Act, and Vietnam. They are helpful in documenting what happened and how the administration responded. There are also interesting letters from alumni and the general public regarding the various incidents and actions taken by Fleming. The series contains materials on a variety of other issues as well and should be reviewed by any researcher studying the Fleming administration.

The Policies sub-subseries is arranged chronologically and contains correspondence, memoranda, official university statements and regents' communications, primarily from the Fleming years, pertaining to such topics as classified research, disruptions, draft resisters, plagiarism, recruitment, strikes, and use of automobiles by students. At the beginning of the file there is a master list of policy topics for each year. The file, therefore, is quite easy to use and because of the interesting nature of subjects addressed, is well worth review by the researcher.

The majority of the Articles, Speeches, Interviews, and Statements sub-subseries is comprised of speeches and interviews of President Shapiro, both of which are arranged into two divisions, external and internal (to the university). Within each division, folders are arranged chronologically. Most of the interview files include reprints of the articles for which the interviews were conducted. The articles provide valuable background information on President Shapiro and his administration. President Shapiro's speeches address a wide range of topics, from financial constraints in higher education to the proper role of tenure. The Divestment Files contain correspondence and other documents relating to the University of Michigan's decision to keep or sell stock from companies supporting apartheid in South Africa. Many of the letters come from community members and University supporters voicing their disapproval of the University's continued ownership of stock in companies supporting apartheid. There are also letters between Shapiro and the Board of Regents, and from the various businesses, discussing what should be done about the stock in those businesses. The files offer interesting material on the University's stance on, and actions in response to apartheid.

The Computer Disks sub-subseries is made up of 56 -- 5 and 1/4" floppy disks. The disks contain digital copies of correspondence composed primarily during Shapiro's term, but material from Fleming and Duderstadt is also included. Many of the disks include a paper index of the files stored on each disk. The correspondence and other documents stored on these disks are back-up copies of paper documents already stored in earlier accessions of the president's records. This correspondence originates from the president's office, and is typically printed on green paper in earlier accessions.

The Diversity Initiatives sub-subseries, 1990-1997 (3 linear feet), contains the records, reports, and proposals of the presidential initiatives to support diversity and multiculturalism at the University of Michigan. The 1997Climate and Character Report assesses the progress of two diversity initiatives: the Michigan Mandate, which promoted the inclusion of under represented minorities in the academic community, and the Michigan Agenda for Women, which promoted equal opportunities for women on campus. The file also contains the records of the Michigan Agenda for Women for 1995-1997 and the Michigan Mandate for 1990-1997. Most extensive in the Michigan Mandate materials are proposals and evaluations for the President's Initiative Fund in 1990-1991. Diversity Initiatives also includes proposals, evaluations, correspondence, and clippings for the President's New Century Fund for Diversity in 1997, a fund for creating programs to accelerate progress towards diversity at the university. An updated version of Howard Peckham's 1967 book was published in 1994, upon the recommendation of the university's History and Traditions Committee. However, the 1994 edition contained numerous factual errors and misprints; Pauline Walters of the President's Office edited a second, corrected version of the 1994 edition. The Revisions of The Making of the University of Michigan, 1817-1992 sub-subseries contains her notes, printouts of electronic mail correspondence, and revised page proofs.

Campus Plan Project

The Campus Plan Project sub-subseries, 1963-1999 (1 linear foot), contains the records and reports of a project initiated in 1997. The project aimed to conceive of the University of Michigan's physical campus as an integral whole and to develop a master plan for future development. The sub-subseries is divided into three files: Campus Plan Advisory Committee; Venturi, Scott Brown and Associates, Inc. (VSBA) Reports; and Background Information.

The Campus Plan Advisory Committee is a faculty oversight committee that identified issues of concern for planning consultants and communicated the planning process to the community. The file contains two items. The notebook includes meeting minutes, email responses, and background on committee members. The file also contains the committee's comments on early draft reports from planning consultants Venturi, Scott Brown and Associates, Inc. (VSBA).

The Venturi, Scott Brown and Associates, Inc. (VSBA) Reports file contains a variety of illustrated and narrative conceptions of the university campus. The file begins with the firm's qualifications and proposal for the University of Michigan. The Master Plan reports include maps of land use, university buildings, ecology, and transportation patterns at the University of Michigan. In addition, these reports analyze the goals of the Campus Plan Project, the landscapes of the six sub-campuses (Central, North, South, East, Medical, and Briarwood), potential opportunities for linking the sub-campuses, and problems with future development. The Campus Plan reports are divided into two phases. In the first phase, the reports emphasize data gathering about buildings, spaces, natural systems, and town-gown relations; an initial framework for recommendations; and issues requiring immediate attention. They consider the health system separately. The reports of the second phase target specific areas of the university, such as the Medical Center and North Campus, and suggest improved linkages to other parts of the university.

The Architectural Programming reports consider expansion of the Law School and the proposed layouts for executive offices in Angell Hall. All reports contain extensive color maps and illustrations.

The Background Information file contains two types of materials: published articles about the Campus Plan and previous plans by architects Johnson, Johnson, and Roy Inc. for the central, north, south, and medical campuses.

Events,  1997-2001

The Events sub-subseries, 1997-2001 (4.5 linear feet), includes files on several events, lectures and symposiums that took place during Bollinger's tenure. Of particular note are the files on the Arthur Miller symposium in honor of the famous playwright and alumnus. These files include correspondence to and from Arthur Miller, as well as brochures and other materials from the symposium. There are also materials on another well-known alumnus, former President of the United States Gerald R. Ford. The Gerald R. Ford files focus primarily on the naming of the School of Public Policy in honor of the former president. There is also a detailed record of events held in the Inglis House. Finally, there is a large amount of materials on the Royal Shakespeare Company Residency at the University of Michigan in March 2001. This residency kicked off a multi-year partnership between the Royal Shakespeare Company and the University, and resulted in subsequent residencies at the university. The residency proved to be highly popular and successful.

Life Sciences Commission,  1998-2000

The Life Sciences Commission records, 1998-2000 (1.0 linear feet), document the work of the Life Sciences Commission appointed by President Bollinger in 1998 to assess the current status and outline future programs of research and teaching in biological complexity. Records include committee correspondence, meeting minutes, background material, and draft and final versions of the committee report ("Challenges and Opportunities in Understanding the Complexity of Living Systems") issued in 1999. The Commission reviewed and studied research activity, educational initiatives, as well as physical space and infrastructure requirements involved in building and developing the facilities and structures necessary to support expanded work in the life sciences. Some minutes of the Life Science Advisory Committee from 1999 to 2000 detail efforts to implement the Commission recommendations.

Life Science Initiative (LSI),  1999-2001

The Life Sciences Initiative (LSI) sub-subseries, 1999-2001 (1.0 linear feet), consists of materials on the development and implementation of a strategy to make the University of Michigan a leader in life sciences research. At the turn of the 21st century, huge progress was being made in life sciences in universities throughout the country and the world. President Bollinger was deeply interested in moving the University of Michigan forward in this field. The efforts made through the Life Sciences Initiative led to several new developments including the building of the Life Sciences Institute between central campus and the medical campus. Most of the files in this sub-subseries are background and planning materials. Researchers should also refer to the Life Sciences folders in the Topical Files series for additional information.

President's Information Revolution Commission (PIRC),  2000-2001

The President's Information Revolution Commission (PIRC) sub-subseries, 2000-2001 (1.5 linear feet), includes files on a commission formed under the direction of President Bollinger to investigate how the University of Michigan community was thinking about, discussing, and using information technology. Another exciting feature of the late 20th and early 21st centuries was the rapid development of new information technology, and Bollinger was interested in keeping the University engaged in the new developments. The PIRC was charged with thinking about how the University could take advantage of the progress in information technology, and become a leader in using information technology in the classroom, both onsite, and for distance learning purposes. The files in this sub-subseries contain background materials, minutes, correspondence, reports, and files from the various sub-commissions within the PIRC.

The Universitas 21 sub-subseries, 1998-2002 (1.5 linear feet) consists of administrative materials, correspondence, minutes, brochures, progress reports, background materials, and articles on the Universitas 21 consortium. Universitas 21 is an international consortium of 21 leading research universities. The purpose of the consortium is to advance international higher education through collaboration between the member institutions, as well as helping to promote the missions of each respective institution. The University of Michigan joined Universitas 21 in 1999 and was a member institution for several years.

Events

The Events sub-subseries, 2001-2008 (0.8 linear feet), includes files on several events including the March 2003 Royal Shakespeare Company residency, a visit by the Dalai Lama, and perhaps most notable, September 11, 2001. The national tragedy involved airplanes crashing into the World Trade Center in New York, the Pentagon in Washington D.C., and in a field in Pennsylvania, was deeply devastating to the University of Michigan community. Students, faculty, and staff were affected by the tragedy, and eighteen alumni lost their lives in the attacks. The files contain materials on the university's response to the attacks, including the establishment of a scholarship fund for children of the alumni killed in the attacks that would be available if they chose to attend the University of Michigan.

Presidents's China Task Force,  2007-2008

The President's China Task Force (CTF), chaired by Gary Krenz (Special Counsel to the President) was charged with examining the university's relationship with Chinese educational institutions and government agencies and exploring opportunities for collaboration in the future.
