The Lesbian Gay Male Bisexual Programs Office series (boxes 1-9; 8.7 linear feet) consists of records generated by Jim Toy (with some records of the lesbian advocate) in his capacity as gay male advocate within the Human Sexuality Office (and successor units) of the University of Michigan. These records relate to the administration of the office, its programs, and to its relationship with the larger university community. As Toy held this position for twenty-three years while the position of lesbian advocate was filled by a number of different individuals, the files reflect more the work of the gay male advocate and less the activities of the lesbian advocate. Of special note are those files pertaining to the effort to revise the U-M Regental Bylaw 14.06 and thus provide protection against discrimination on the basis of sexual orientation, the work of the Task Force on Sexual Orientation, and the drafting of the two policy statements on discrimination and discriminatory harassment (for students, and for faculty and staff).

Topical files [series]

Topical Files (boxes 9-19, 27-30; 13.25 linear feet) consists mainly of subject files, collected or created by Jim Toy, and relating to his involvement with or mentoring of other gay organizations. Organizations represented with significant amounts of material include the Gay Hotline, the Gay Liberation Front, the Gay Community Services, LaGROC, and the Michigan Organization for Human Rights. Other portions of this series pertain to Toy's numerous committee and training responsibilities within the Episcopal Diocese of Michigan (filed under Episcopal) and on the general topic of the attitude of the various religious denominations to the topic of homosexuality and the inclusion of gays into church life (filed under Religion).

Another committee represented in this series is the Committee on Lesbian and Gay Concerns. Included here are the committee's correspondence, minutes, press releases, questionnaires, and resolutions. The series also contains records relating to Toy's involvement with the Ann Arbor-Ypsilanti Chapter of the Gay, Lesbian, and Straight Education Network (GLSEN). Within this part of the series, minutes and correspondence are combined together because they are both included within the e-mails that members sent to each other. In addition, the series contains a small section of personal materials, including a Biographical folder, Correspondence folder, and a Miscellaneous folder. The Biographical folder contains information on Toy's life and a CD-ROM entitled "Jim Toy: A Celebration of Community Liberation." The Miscellaneous folder contains notes from an unknown event and collected publications from Michigan human rights organizations. There are a couple of folders in the series dedicated to the Ypsilanti Human Rights Political Action Committee. One folder contains correspondence and minutes of the committee, while the other contains correspondence and minutes of Rainbow Neighbors (which was a part of the Ypsilanti Human Rights Political Action Committee).

The Peninsula Group (TPG) [series]

The Peninsula Group (TPG) was formed by a concerned group of LGBT community leaders following the passage of Proposal 2 (Michigan's Constitutional ban on same-sex marriage) in November 2004. It was believed that Michigan needed an LGBT think-tank, using proven strategic planning techniques, so that the collective LGBT community could move forward in a proactive manner to secure equal rights for all. Integral to the strategic planning of the Peninsula Group was a statewide survey in which over 2000 respondents participated. Members of the Peninsula Group informed, facilitated, listened to, made note of, encouraged, and guided, attendees to a consensus. It was agreed that the next step was for several members of the strategic planning team, formally known as the Peninsula Group, to form a Design Team for the proposed Michigan Association of LGBT Organizations.
