- (Lines 19-28) The 18th year of Antoninus Caesar the lord [[at Memphis]], Pharmouthi 12. At Memphis, from the appeals of the Memphites. After other matters, Liberalis said: "Not only to the deified Hadrian but also to his son, our lord, this seemed good. Yet these decisions are made in accordance with the mind and character of those who are on each occasion in charge of the prefect's office, and in accordance with the particular state of affairs. For the edicts stand firm, and are unshakeable, and I suppose that this principle is observed by all: to transgress the edicts is of the same gravity as to commit outrage or homicide.
